You will observe that under the new system

we shall obtain payment for all letters and papers

despatch from this port to India, whereas hitherto we

were paid here for correspondence brought to the Colony

only, and the practice of payments being made direct to

Commanders will cease from the 1st April, 1888.

Under the new system we shall be paid for mail

matter conveyed to India as follows:

2nd.

By extra steamers to Bombay, either direct

or via Colombo, at the rate of 15 francs and 1

franc per Kilogramme respectively for letters,

newspapers &c.

By mail steamers as far as Colombo:-

On letter 4.62 francs per kilogramme

On papers 0.31

I have also arranged with the Postmaster

General that the same non-contract rates and method of

accounting be applied to correspondence despatched by

our vessels to Japan and it is also agreed that settle-

ments of all mail money are to be made at the current

rate of exchange of the day.
